Sounds like powerline noise. See if while your in the air, your meter/analyzer picks up the noise without connecting to the plant. Put a housing-F connector on your testlead. Also, tune your AM radio to a local channel and drive the line out, it'll start buzzing when you get close to the offending insulator/transformer.
I recently worked a node where every drop in the cascade had the same issue, the drops were carrying the noise into the plant. Turned it over to engineering to contact the power co. 3 days later the problem was gone.
