This and other water based fuels have been around (and were patented) since the 1880's. Nothing new here. Electrolyzing of the water takes more energy then it produced in the past. What has been improved is the way the hydrogen and oxygen is seperated and then recombined. "Brown's Gas" is probably the best of this type of fuel, with a Korean firm making the best "generator", as it doesn't seperate the 2, but is able to electrolize the water without the seperation.
