There is 2 way to control a TV signal at a headend
1-Processor, is where the TV signal stay in RF and you can change from an input channel to output channel. IN -4 OUT 23. You can also control the RF output and the difference between the Video and Audio level.
2-De-Modulator is where the TV signal is converted Video Information. To do a channel change you'll require a Modulator to bring this demodulated signal in RF again. Thru the Modulator you can now control Audi & Video level. Mod-DEM can also be very useful on emergency channel control and other thing.
