When I worked for Bruister, if the cx did not have a land based phone line we had to call the office and have the cx speak to a supervisor who questioned them as to whether they had phone service and/or planned to get phone service "anytime" in the future. If they said they might get phone service sometime later then we had to install phonelines (even if there was no phone box outside to run the lines too). The lead tech regularly told everyone to run phonelines no matter what, even if the cx didn't want them. He said don't tell them your running them, just run them. Once he even told me to install phonelines to a trailor out in the middle of a pasture that was over 2000 feet from the road eventhough the cx said repeatedly that they would never get phone service because the phone company wanted too much to run service lines that far off the road.
