Ok maybe I am missing something here. Direct tv is a one way satellite and the service offers pay per view so the only way for direct tv to pole the box and see what pay per view is ordered is to have phone line hooked up right?
Otherwise customers could buy up to the pre set PPV limit and then the box would block them out from more purchases. Also the older cable boxes that required a phone line would time out if the unit could not dial out after so many days of trying. Are direct TV receivers the same why?
So if the unit requires a phone line to be hooked up for billing and you need to run one to the location of the receiver why would you not charge for the work?
Sure the unit will work with basic service and pays without a phone line but the customer could rack up a PPV bill without Direct TV being able to bill for it.
So unless something has changed with how the system works with PPV it sounds like these installers need to go back and get educated about the product that they are working with. And that is the fault of the companies that they are working for by not providing proper training to the installers.
