Warren, sorry I mis understood your question. In all fairness you werent all that clear. My answer would be, this is the way the members want it. You are right. Dues collection is many times bargained in the contract. But what you fail to realize is that the members put it there. They vote on it, and ratify it. If the members wanted it any different, they would just change it.

The rank and file are the ones who determines what goes into a contract. Its just that simple.
