That's not the combiner unless it's distributing L-band.
My sat distribution board is not quite that bad but it's not the greatest either. looks arn't everything. As long as the connectors and the condition of the coax is good there shouldn't be performance problems. Of course it looks like hell and unless it's tagged properly it's probably a pain in the a$$ troubleshooting sat distribution problems. It shouldn't take too long to straighten out a 52 channel head end. Like others have said it could be a good oppertunity. I have worked for several companys where my sole job was to straighten out the head end. Job security.
