I think you're confusing the $5 charge for no phoneline connection with DISH's policy. DISH has this policy for their dual-tuners. I have not heard of DTV charging the customer $5 for no phoneline connection. However, I have heard of installer backcharges of this amount. Time to up the contract bid by $5 if thats the case.
