what planet do you live on ?? no drop belongs to the utility co. the poles might if the cable co doesn't have their own but then they pay rent to the utility that owns the pole and of course there are specs that have to be met but thats it the cable is property of the co. that put it there at least thats the way it is here on earth where I live .
