I think you may want to distinquish whether this " line " is a service drop , or an outlet run . Yes , in most cases , runs leading to outlets ( whether pre / post wired ) have become a fixture on the premisies , and are owned by the property owner . But , I believe some in this thread were referring to the service drop being cut down , and , that wire being used by the sat installer . That is illegal most of the time . It is very east to discern if they are using aeriel wire with the messenger stripped off . Perhaps this clue was left out during the discussion . Just because an aireal service drop is disconnected at the aireal tap does not mean it is owned by the home owner . Most CATV providers require when the aireal service drop is disconnected at the tap , that is be reconnected to a terminator . This is a must for obtaining the most protection possible from lightning strikes . power surges .
