Telco's that carry higher level circuits always schedule their maintenance that requires switch, patch hits or outages after midnight as most customers or carriers require. Usually requiring a 10 day notice. We are seeing more equipment in the field that is not carrier grade like in the wireless side of the house where an industry standard 50ms switch hit causes an extended outage loss of T-1 sync on their end. We are also seeing latency issues when ring switches occur on carriers that use VoIP services since one side of the ring may be a little longer. Due to issues like these the theory is less traffic is affected after midnight. MSO's now carry telecom traffic some of it for businesses. Ask for shift diff.
