yes you are correct the hsp says to do it one way but give you all the wrong things to do it corectly doesnt make any sence. the hsp we get our work from is the same way so we get poles from them but use are own concrete and use a whole bag nothing worse than a service call on a pole mount when they are like this and then find out the tech charged the customer 75 bucks for it.atleast do the damn thing right if your gonna charge the customer
