Being Canadian I can think of a few reasons.
Cold scares off a lot of people.
Being from the west coast most of the systems there are union and you have to be a member inorder to work there. I don't think thats the case back east ( Seing as I'm from B.C. back east is everything east of the Rockies)
The union systems are hourly ....How many piece rate people would go to work for an hourly wage in Canadian dollars ?
TAXES..... Say good bye to half your paycheque.
$25 for a 12 pack of beer....$10 for a pack of smokes ...$3.30 a gallon for gas.
I would also assume that there are specific work visas involved , but you would have to read through the free trade agreement to see whats involved with that.
Last but not least ,there are no major builds going on seeing as most Canadian cities had cable broadband in the mid to late 90's
