i've been wondering about the comcast price difference too, it makes no sense to me. it seems that even if comcast is paying to keep the lines up and running, then that cost should have been taken care of when they launched hsd and for that matter video to same extent so to add another $20.00 bux to a customer's bill would just be gravy, but then again i have no experience in line maintenance or ops so maybe i'm missing something. as for vonage security and 911 i can tell you that when my kid dialled 911 on accident i had a cop at my house in 20 minutes wanting to make sure i didn't have any dead bodies in my house and i could care less if you want to here my call my wife and tell her it's going to be another late night of installs!
