Comcast does NOT use the public internet for voice. They have a private backbone used strictly for voice . EMTA has 2 ip addys one goes for data other goes for voice. No congestion problems when you own your own backbone you control the traffic; fewer packet loss/latency issues.You can thank ATT for the dark fiber
