Well FIRST I believe you are talking about C/N (Carrier to Noise) instead of S/N (Signal to Noise)......
In the forward path where you are transmitting NTSC signal, we demand 48 dB C/N. In 64 QAM you then have to measure MER which should be better than 27 dB and for 256 QAM it should be better than 31 dB.
For return QPSK it should be better than 20 dB and 16 QAM it should be better than 22 dB
