It is not intentional, as that would presuppose clever planning and minimum intelligence.

There is a loathing for fundamental morality and balanced business ethics which leads to a pervasive disregard for sensible duty to others and an irrational lust for sleazy cheating and avoidance of responsibility; all enabled by despicable outside legal advisers so evil that they are never hired, they are conjured, who create contracts with Primes not to enforce quality, enhance superior service, or protect the rights of anyone other than the crumbs they represent, but rather to set up liability shields. The fact that so many honest little guys get screwed in the process only delights and titillates these beasts.
