Most of the time, a MH will have the power meter on a post next to it, with the usual #6 ground wire down to a rod. This is where a ground block should be attached and "bonded" to power-ground. Normally this is also where the phone co. NIU is bonded as well. I never felt the frame was a reliable "grounding" point, since it depended on the continuity of the neutral from the power meter to the frame, and it's clamp (often clamped to rusted sections of the frame).
