Here's what I would do...cut a small hole outlet height on the first floor, and cut your hole for your cable thats going behind the LCD. Attach your flex bit to your drill - I'd recommend a hammer drill because sometimes you run into some weird stuff - and drill down into the basement.

Here's where you have two options:

1) Recommended: Put a mud ring or box in the hole you drilled at outlet height, then attach a blank wall plate (a wall plate with no jack).

2) Patch the hole back up.
