Well, She was a gift of International Friendship from the people of France. It includes freedom and democracy as well. The plaque reads " give me your tired, your poor, your huddled masses yearning to breathe free, the wretched refuse of teeming shore, send these, the homeless, tempest-tost to me, I lift my lamp beside the golden door".
And I believe that the chains that she stands on represent the breaking away from slavery.
No where does it say that you are not welcome if you are of another color, race, or culture.
