I have never been asked to offset any channel.so I would have to assume it's a case by case thing. But I don't work in large Metro area's such as Toronto either. I would assume It it would be 25 KHz as that is the most common setting on most Modulators. If Industry Canada came and told me to move a channel I wouldn't ask why I'd just do it.
I have been asked to verify the Frequencies of CH 41 and 42 in one of my systems but never told to offset. Also our systems are kept below the 64 CLI spec.
