I agree, that lower pay will bring in more hacks. But that doesn't mean that D* does not have their sights set on bringing the HSP's install operations inhouse. As I said D* feels that they can manage the installs more closely if they are inhouse (as they did with the Euro installs and the US call centers).
With many of the HSP's going to fleet vehicles and $10-15 per hour pay, hacks are going to be moving in regardless of who is managing the installs. Expect things to get much worse before they get better. Like it or not the satellite industry is changing, and in my opinion it's not changing for the better.
