Thats one reason I love upstate NY. If you tender somebody a check for goods or services rendered and then that check for any reason becomes no good, after you try and "deposit" it a couple of times in your account you then take the check to their bank, pay a fee, and get a refer to makeer stamp placed on it and the forms the bank gives along with that for a small fee, and take that check to the state police and the state will press criminal charges.
Great thing about the legal system is it's about revenue and not justice so once the miscreant is caught up in it it'll cost him dearly.
