FTA (Free To Air) is certaintly legal there are even FTA+subscription bundles available out there and take cam cards just like the rest of the subscription services.
and in regards to the LNB question there are FTA channels
available with a KU LNB + C-Band LNB maybe one or two you can pick up with a dtv or dish LNBF.
