Sounds like the splitter was installed backwards. Did you confirm the input is hooked up correctly?
The other logical possibility is that somehow you have a DC-24 and the tap (down) leg has this excessive loss. But since you changed the splitter, could it have DC-24 printed on it as well? Possible the warehouse guy pulled the wrong stock.
