If you've got 69 at a drop , i say the whole system has problems. If you've ever balanced a system and understand the levels required at an amp and the levels required for tele/internet and the levels required (upper and lower) for the modems to function properly no way a drop will ever have 69 at the house. the tap values are there for a reason. Did you take your levels from the splitter before you hooked it up to the equipment? are you working in a system with telephone service? if a tech has a limiter swith active on the line it'll burn out your splitter and any others you might connect to it in a heartbeat!! good luck! let us know the outcome!
