There is a slim chance that:
A. You have a bad lot of splitters.
B. You have an FM splitter.
An FM splitter is an old thing we used to use when cable systems carried FM radio. The FM splitter acted as a bandpass filter and would only allow the FM band to pass through. It would knock down the video signal on the FM output port.
Is the signal level equal on both outputs? If it is, you have a bad lot of splitters. Find an old one and give it a try.
