I haven't heard too much about video over the power lines. They have internet in some places but that is mostly for people who live in the middle of no where with no cable or phone service.

Video over the phone lines is a joke unless you are talking about ftth. You can get video over regular twisted pair but the requirements and expensive make it unrealistic to use.
