here in Wisconsin the 129 sat comes in at a 24 degree elevation, even though the dish is at 30 and 216. so there are many instances that we arent getting the 129 cause of LOS.
In addition you must also have the newest software version. It ususally comes up with an X in the check switch box for the 129. And to make the locals come up I usually have to redo the check switch after I activate it and it will show up as the 129 then and it will also redownload the guide.
