Fiber in Forsyth and Guilford County?

Anybody know who's placing the sub duct between Greensboro and Winston Salem, NC? I was riding down I40 and saw about 50 reels of multiple color (4 color) sub duct at the Sandy Ridge exit. I know this is a poke in the dark, but every once in a while you get lucky.
