you advertise just in case you get the contract. you get the contract, you are telling them you can meet the obligation, generally in a certain time frame. If you don't have the crew chompin' at the bits waiting to work you're gonna lose the contract, which you basically didn/t have to start with. make sense?!! welcome to reality!!
