Don't get me wrong. I was a member of the IBEW and saw alot of exactly what you are speaking of. It drove me nuts and still does. We however get paid by the job and not by the hour. Also our work is "QC'd" or checked for quality. If found lacking we either fix it or get backcharged heavily for the supervisor or whoever to fix it. Usually they just fix it and backcharge.
We did not go looking for a union. It just happened. Long story!
