i thimk what poeple tend to forget is that in most contracts there is a payment schedule. and being as there is a payment schedule, they have to abide by it weather they get paid by a vendor or not. they have a commitment to pay as you have a commitment to do the work.
being as they did not make complete payment as it was due,that is considered a breach of contract.and once a contract has been breached, you might as well figure all bets to be off. you are free to file any mechanics or labor liens to collect monies owed to you.
