I have no experience with cp taps. However i might take a guess... I have run into electronics circuits such as digital motor drivers.. Sometimes they use what is called an open collector arrangement if a transistor is involved. You cannot measure the output voltage unless you have an appropriate load connected.
That means that power wont flow until the device is hooked up. I assume you have tried hooking up the traps but do you have anyway of knowing that they are not being powered up when you do?
