You also have to account for the telemetry level at the tap while sweeping. Alot of times when you go to a eol the telemetry might be 5 db higher than your actives and a little lower at a 23 tap. Therfore combined with the lower value tap and the higher telemetry level you see more noise. one more thing ive had plenty of 23 tap fail me for ingress.
