All new generations of HDTV's come with built in tuners so you can receive airwave transmissions direct from the broadcasters. Up until last year the consumer had a choice to buy a set with or without an HD Tuner built in. Today if you subscribe to Cable or Dish services and want their HD signal you'll need to utilize their converter until the new HD "Cable Cards" are configured to enable you to bypass their box.
Either way - if you want to view an HD program you must have an HD compatible TV. It's almost like saying - Can I view a color program on a black & white set....
