Everybody I have talked to (fiber and copper splicers) have gone down there per requests from adds and upon arrival have been told "nothing is ready yet." and they can wait on they're time. Of course they come back home. I have heard others start out on hours but are shifted to units because of all the down time. The only people I have heard of with steady work are ones clearing trees and trash & some linework. This is what I have been told by a few that I know. This doesn't mean that it's like this everywhere. I would still wait a few more weeks untill they have a game plan. The one consistent thing I hear is confusion and tug-a-wars between primes.
