I have never heard of PDC so I can not respond about them.
As for Puerto Rico, most of the poles there (that I have seen) are in nasty easement behind peoples homes with gates, barbed wire, brick and stone walls with broken bottle ends cemented on on top to keep undesireables out and vary depending where you are on the island. A bucket truck is not what you want....you will need a belt, hooks, ladder an ability to communicate in Spanish (so you don't get shot by the local easement owner) and a good insurance policy to replace your stolen tools you once had prior to going into that easement.
