They over extended and mismanaged their budget. This is typical of Verizon. They did it with fiber to the curb(over $100mill). They did it with their video on demand, that's right they were doing VOD first on an experimental basis in Manhattan($50 mill), Their change card phone experiment to replace payphones in Manhattan($50 mill), and I could go on and on. Instead of building one plant at a time they thought they had the $'s to do it all at once. There finding out that's not the case!
