One option we've offered our customers in the past (and one you may want to consider) is to have the stack of prints scanned into image files. It's cheaper than having somebody like us digitize them, and you can still put the images on CD to more easily search. The draw back is that they are just images, you can't really modify the information if you make changes or do BOM's, address reports or anything else like you can with real CAD maps. I'm pretty certain you won't find any CAD maps on the net, people paid good money for that information, and believe me an overbuilder/competitor would be more than happy to take a look at what they have in the field.
Another option for you is to go to the local municipality (city, county, parish, etc.) GIS department. Almost all local offices have one now, and generally will sell the "base maps" for a reasonable price on CD. Some even bundle an address search tool with the maps, but that's few and far between even in larger cities. The county maps usually show street names, water, lot lines, addresses and other information that may help you out if that's what you need.
