bypass dishnetwork phone test?

I am installing Dishnetwork systems, and alot of my customers are getting these dual receiver boxes. Dish requires a phone line but some houses cannot get a phone line to them and be connected all the time. How can i bypass the phone test, rcvr 625/ 322 . Dish wants to charge $5.00 if you do not have a line connected all the time per dual tuner box. Thanks
