They the state usually takes an average of the sale price of comparable properties in your area, adjusted for the portion of your property they wish.
Example
Land goes for $10,000 per acre
Size of your parcel- 0.1 acre
They offer $1,000.00
If you think they are low balling you on your your property get an appraisal on your land and those in your community ,some near the highway and some away from the highway.
If it returns a higher base cost, then counter offer to the state, and show them why you think they are low balling you. If reasonable they will up their offer. If not they will go to court and get an court ordered sale. At that point you will be stuck with their last offer.
