Based on the number of technicians GFC alone had in the Bay Area it would take a while for Comcast to ramp up internal headcount. Also, it does not make any financial sense for them to do that - let the contractors manage to the peaks and valleys. And, based on their self funding attitude - ie. charge backs - it is lots cheaper to use contract labor. I would not worry too much about it unless there is a sudden move to hire the contractors in house.
