Here is what I found out according to RUS Spec(telephone):
All attachment shall be made iaw osha and nec approved bands.
No metal pole shall be drilled or modified without approval from the MANUFACTORER of said pole, Then it shall be inspected to meet osha,fcc,RUS,and other state and local codes.

Sound like to me that somebody is trying to get the fuck over on you(kilroy21). Looking for a fall guy to take the blame.
Personally, I would contact the owner and get some shit started. Then just sit back , if they want there shit on them poles, THEY WILL PAY, BOTTOM FUCKING LINE,if not fuck em and feed em fish heads.
