I have been in this situation before. Lostlineman is correct about checking the utility co. that owns the tower. I did and they prefer 9 out of 10 times that you band it. Drilling and putting a torch to the tower will compromise the integrity of the tower. Reguardless you should contact the owner and then get it in writting. Good Luck.
