Yes, very true but let us not blame the young dawg for their lack of knowledge because they are only as capable as the people that bring them into this business.
When I grew up in this businees back in the early 80's, We as a whole qc'd our own work. We didn't have inspectors or supervisors. Simple, If you come on the job and hammered the job. WE (the linemen,the installers,the splicers) would run your sorry @@@ off our job.
Now, you have owners, inspectors,and supervisors that have never even physically done this work but now oversee it. But I guess when you only want to pay 9 cents a foot for strand, 14 cents for cable, and eliminate all the pennies. Well you get what you pay for.
