In the cable business it's "not" a win-win policy, it's a "NO" win policy. Prime contractors should not take on a project unless they have their own crews. When a sub is used they should be treated as any extention of their own crews. When you start out with low rates, you end up with nothing. Just as the prime, a sub does not have to take the rate offered. If the prime tells you payment in 2 weeks, 30 days, 45 days, etc, then that is when you should expect to be paid. A sub contractor should never have to wait beyond 30 days, the only differents between the sub and prime is most primes provide warehousing, QC, Inv Cntrl, material- vehicle security, project mgr, etc. You all know the way the business works, it's just slow times for everyone. Act in a professional manner, when you don't get what your told don't just keep working, go to the customer. You have mechanic lien rights you know!
Go Luck, hang in there, this industry needs good subs
