IMHO if the subs can't pay there own fuel, lodging, food, equipment, they don't deserve to call themselves a sub.
Not too mention whining about having to wait 2 weeks from invoice for a check. Then whine about having to pay the contractor his money back in full from there first check for the money he loaned them from the afor mentioned.
Its a dog eat dog world boys .... put your money where your mouth is and get it done.
