Plenum Cable is non toxic and Non-Plenum is toxic when it burns. For instance if you are running any cable (coax, cat5 ect) in a nursing home, school or any building for that matter that is uses the drop ceiling as air return feed you must use Plenum wire. So in case of a fire toxic air would not be fed into rooms.

Thats just one example, you should check National Electric Code or local electrical code for each state.
