What this means is that the MSO's will not half to allow VOIP and other internet service access to competitors like vonage and others. They can market and sell there own products and get a return on there investment of upgrading there system for advanced services. The idea is to encourage MSO's to upgrade there systems witch should mean more work for all of us.
